Community Facilities Lending
Bringing essential funding to rural communities
The Community Facilities Lending (CFL) Program makes capital accessible in rural areas through long-term, fixed-rate financing. CFL funds support the development and improvement of essential community facilities to help communities grow stronger and more resilient.
Who Can Apply?
Eligible borrowers include:
- Public organizations such as counties, cities, villages, townships, and special-purpose districts
- Nonprofit organizations with significant ties to the community
- Federally recognized tribes on federal or state reservations
Grant-matching funds may also be available for qualifying projects.
Eligible areas:
The CFL Program supports rural areas, such as cities, villages, and townships with populations of 20,000 or fewer, according to the latest U.S. Census.
How Can Funds be Used?
Borrowers can use CFL funds to purchase, construct, and/or improve essential community facilities, buy equipment, and cover related project costs.
Examples of essential community facilities include, but are not limited to:
- Healthcare: Hospitals • Medical and dental clinics • Nursing homes • Assisted living facilities
- Public facilities: Town halls • Courthouses • Libraries • Domestic violence centers
- Infrastructure: Street improvements • Bridges
- Community services: Child care centers • Community centers • Fairgrounds • Transitional housing
- Public safety: Fire and rescue facilities and stations • Fire trucks • Prisons • Ambulance facilities and vehicles • Public works vehicles and equipment
- Educational services: Museums • Libraries • Colleges • Public, charter, and private schools
